Fee structure for architects and engineers HOAI

The Fee Structure for Architects and Engineers (HOAI) regulates the remuneration of services provided by architects and engineers in Germany. The HOAI divides planning and construction services into nine service phases:

  1. Basic evaluation
  2. preliminary planning
  3. design planning
  4. Approval planning
  5. Implementation planning
  6. Preparation of the contract award
  7. Participation in the awarding of contracts
  8. Project supervision (construction supervision)
  9. Project management

This model creates transparency and quality assurance with clear regulations, as the detailed service phases ensure that all necessary steps in the planning and construction process are taken into account. However, there are also disadvantages, as the highly structured approach according to HOAI often results in a lack of flexibility and dialogue between the project participants. Collaboration is usually sequential, which can lead to longer communication channels and delays. The construction team model counteracts this and focuses on early, multi-professional collaboration throughout the entire project.
